IQP (Import Quarantine Permit) - is a document specifying the order, conditions of import and selling of products of plant origin that are under quarantine. Each batch of products (cargo, material) under quarantine must be accompanied by a phytosanitary certificate issued by official state organizations dealing with quarantine or plant protection of the exporting country, and is subject to be made available for a quarantine phytosanitary examination at border crossing checkpoints. Such an examination is conducted by local State Plant Quarantine Inspection authorities of the Republic of Kazakhstan.
Selling or using products under quarantine that have not passed a phytosanitary examination, and in the absence of a phytosanitary inspection certificate is strictly prohibited.
IQP's are state agricultural inspection intradepartmental documents in the Ministry for Agriculture of the Republic of Kazakhstan. These permits are valid as originals only (no copies thereof are accepted for execution), and are issued for guidance and execution to the consignee and respective State Plant Quarantine authorities at state border crossing checkpoints, and no IQP's are issued to other departments or organizations.
The validity of an IQP is 1 year of the date of receipt.

- Application;
- Applicant's USRLE (Unified State Register of Legal Entities) Registration Certificate (a notarized copy);
- Applicant's FTS (Federal Tax Service) Registration Certificate (a notarized copy);
- Warehousing Facility Rent Agreement (Applicant's signature and stamp certified copy);
- An abstract from the Sate Selection Achievements Register (in case of importing seeds and/or planting stock that are subject to compliance with State Register's requirements) (Applicant's signature and stamp certified copy);
- Agreement with a temporary warehousing facility (Applicant's signature and stamp certified copy):
- Documents evidencing the fact of disinfection of warehousing areas (the temporary warehousing facility as well as at points of final unloading (stacking) of the imported products under quarantine) (Applicant's signature and stamp certified copy);
- A power of attorney issued by the Applicant to obtain an Import Quarantine Permit at the Kazakh Agricultural Inspection.
NOTE:
In case of an incomplete package of the documents has been submitted, the Federal Veterinary and Phytosanitary Inspection for Almaty and the Almaty Region has the right to return the documents to the Applicant without reviewing, or additionally request the missing documents. At all that, the term of review of the application starts from the date of submission of the missing documents.
