Types of Shipment Certificates

Required certificates while transporting cargoes:

 


Quarantine Certificate is required for confirming the fact of absence of diseases for a number of goods of vegetable or animal origin. When such goods are imported to Kazakhstan, border crossing points attached to veterinary and phytosanitary controlling authorities control them for non-infestation. After such control has been implemented, a quarantine certificate is issued. When exporting goods of vegetable or animal origin, quarantine certificates are issued by internal authorities authorized to control the quality of exported goods.

Veterinary Health Certificate is an international veterinary health document in the established standard form that is issued for live animals, animal products and other cargoes, which are subject to veterinary health control implemented by a state veterinarian of the exporting country.

An export veterinary certificate is the basis for exporting goods, which are under the control, from a customs area of the Republic of Kazakhstan.

Export Veterinary Certificate is an international veterinary document in the established standard form that is issued for particular batches of live animals and cargoes subject to veterinary health control. Such an expert veterinary certificate must follow the cargo to the country of destination. A veterinary certificate is issued in the official and English languages by a veterinarian of a division of a regional State Veterinary Inspection Authority.

For the purpose of customs formalities, a copy (a Xerox copy) of the veterinary certificate is submitted, that, along with the first original of the cargo customs declaration, is kept in the respective file of a customs authority. As the goods are released, a customs inspector enter the number of the certificate, the date of issues thereof and the name of the issuing authority in column 44 of the cargo customs declaration under the number 6. The original of the veterinary health certificate is turned in to the exporter.

Veterinary Inspection is an integral part of sanitary and epidemiological inspection activities that is implemented at checkpoints where goods cross the border of the Republic of Kazakhstan. Such inspection is implemented for the purpose of protecting the Republic of Kazakhstan from importing and spreading particularly hazardous human, animal and plant infections, as well as toxic substances. The objective of veterinary inspection activities is protecting the Republic of Kazakhstan from particularly hazardous animal diseases, those that are dangerous both for animals and human, as well as cargoes that are adverse in veterinary respect.

The import of animals and goods, which are subject to veterinary control (inspection), to the Republic of Kazakhstan is implemented under an international veterinary health certificate only.

Phytosanitary Certificate is an international document issued by quarantine and/or plant protection authorities of exporting countries. This document certifies that the phytosanitary condition of the goods, and must be attached to the transportation documents accompanying the goods.

The export of goods from the Republic of Kazakhstan is implemented as accompanied by phytosanitary certificates in the standard form specified in the International Convention of the Food and Agricultural Organization. Such phytosanitary certificates must be certified with an original triangular stamp affix and signature of a plant quarantine state inspector.
Phytosanitary certificates are issued by State Plant Quarantine Inspection Authorities on the basis of a phytosanitary examination of timber conducted at the tree felling and loading area, or following results a quarantine examination of timber before shipping.

Fresh-frozen fruits, vegetables and berries, as well as pickled products, various canned products of vegetable origin, vegetable oil of any kind are not subject to inspection conducted by State Quarantine Authorities.

The import of the above-mentioned goods is allowed with a primary (at border crossing points) and secondary (at points of destination) quarantine phytosanitary inspections being conducted in the presence of a phytosanitary inspection certificate and import quarantine permit.

Import Quarantine Permit is a Kazakh document issued by State Quarantine Authorities of the Republic of Kazakhstan (or, for small batches of goods, which amount up to 500 tons, by regional State Quarantine Authorities). The certificate specifies requirements and conditions for importing and using the goods.

An official stamp of a regional State Quarantine Authority "CHECKED. NO QUARANTINE ITEMS FOUND. SELLING PERMITTED" affixed on the shipping documents (CMR, waybill etc.) is the basis for an official of a customs authority to make a decision on the possibility of releasing the goods for free circulation in the Republic of Kazakhstan. This stamp is certified by a signature of a plant quarantine state inspector.

In order an applicant may obtain a phytosanitary certificate, he/she/it must, not later than 15 days before the goods are shipped, submit to an inspection authority an application from indicating the following:

  • name and quantity of goods to be exported;
  • name of the country, which the timber is shipped to;
  • recipient and his/her/its address;
  • terms of delivery;
  • border checkpoints (ports, quays, railway stations, airports etc.), which the export is planned through;
  • additional phytosanitary requirements lodged by the importer (a copy of the contract or agreement, or an abstract from the contract or agreement).

A phytosanitary certificate is issued separately for each shipping unit (railcar, truck, vessel etc.) not earlier than 15 days before the goods are shipped.


For the purpose of customs formalities, a copy (a Xerox copy) of the phytosanitary certificate, which is certified with an original triangular stamp affix and signature of a plant quarantine state inspector, is submitted.

When goods are re-exported, all the quarantine requirements mentioned above are applied to them. A re-export certificate is issued for plant origin products being re-exported.
